Edit: I see that Digital Bits is now claiming "For The Lord of the Rings, this includes new 4K scans of original camera negative and new 4K scans of the original VFX film outs." So it sounds like the VFX have not been re-rendered. The original CGI was composited onto the footage and output onto film back in 2001-2003.
